Abstract: This article describes the main concepts of quality and its evolution by analyzing each of its phases or “eras.” Simultaneously, it discusses the principal schools of administrative thought and their different approaches, ranging from the classical perspective to managerial administration, including bureaucracy theory and its dysfunctions. Throughout this transition, a paradigm shift can be observed: during the Inspection Era, the focus of quality was centered on production itself, whereas in Strategic Quality Management the focus shifted toward the customer. While the classical period of administration emphasized the organization’s internal structure and the individual work of laborers on the production line, managerial administration emphasizes the systemic view of organizations, teamwork, and the fulfillment of customer expectations. Consequently, the article also highlights innovation strategy and quality assessment as drivers of growth and as essential factors for organizational survival in competitive environments and increasingly demanding consumer markets. Within this context, the present study demonstrates the challenge faced by public organizations in abandoning outdated patrimonial practices, drastically reducing bureaucratic excesses, and developing a managerial service philosophy oriented toward the citizen-customer. In practical terms, the study concludes that organizations must add value to their products and services by identifying and eliminating losses within processes. Furthermore, it was found that process management and quality tools contribute significantly to achieving service excellence.</description>

Abstract: This article aimed to discuss discourse analysis in the light of Bakhtin and his contributions, as a qualitative data analysis technique, to the study of public educational policies as a political phenomenon, from a critical perspective. To do this, he used as an example the application of Bakhtinian discourse analysis in the treatment of part of the data from a doctoral research in Education in development. Firstly, he carried out a bibliographical study on Bakhtin’s contributions to discourse analysis. Subsequently, as a result, he presented a systematization proposal for the application of discourse analysis to research on public educational policies.</description>

Abstract: The present article aims to analyze the meanings of the general and specific objectives of the research published between 2004 and 2021 on the evaluation of the National Higher Education Evaluation System for federal university libraries. A systematic literature&#xD;
review and interpretation of meanings were used to analyze 31 studies. Research focused&#xD;
primarily on providing tools for libraries to prepare for external evaluations, seeking&#xD;
to adopt indicators. The minority considered self-assessment and the majority&#xD;
prioritized the notion of regulation over evaluation. Research with critical analysis&#xD;
is therefore needed to understand the full extent of the evaluation system and its&#xD;
regulatory effects on the sector.; El artículo tiene como objetivo analizar los significados de los objetivos generales y específicos de las investigaciones publicadas entre 2004 y 2021 sobre la evaluación del Sistema Nacional de Evaluación de la Educación Superior para bibliotecas universitarias federales. Para el análisis de 31 investigaciones, se utilizaron los métodos de revisión sistemática de la literatura e interpretación de significados. Predominaron investigaciones con la finalidad de instrumentalizar la biblioteca para las evaluaciones&#xD;
externas, visando la adopción de los indicadores. La minoría consideró la autoevaluación&#xD;
y la mayoría priorizó el significado de la regulación sobre la evaluación. Por lo tanto, son necesarias investigaciones con análisis críticas para comprender la totalidad del sistema evaluativo y sus efectos regulatorios sobre el sector.</description>

Abstract: It  presents  elements  of  the  perception  of  research  leaders  to  identify  information  action  needs  to implement  an  open  scientific  data  management  plan  at  a  public  university.  Semi-structured questionnaires were administered via Google forms to researchers leading research groups. The result showed that a considerable portion of researchers recognize the benefits of sharing research data, that there are optimistic positions, however, these positions should be seen as extraordinary opportunities for dialogue with other actions to expand researchers' knowledge and involvement with the topic. It is concluded  that  there  is  a  need  to  build  an  internal  training  policy  to  adopt  new  scientific communication practices.
